光绪年间，1875年－1908年，由两广总督张之洞率先引进英国铸币机器铸造银元和铜元。之后各省纷纷仿效。 一共有十九个省局铸造，除中央户部，地方省所铸铜元，皆在其正面上缘镌写省名，背文为满文记局名，也有星月纹。江南省就是十九个省局的其中一个，满清入关后，于清顺治二年（1645年）沿明制设江南承宣布政使司，即废除南京为国都的地位，巡抚 衙门设于江宁府（今南京）。清代的江南省前身是明朝的南直隶江南省，范围大致相当于今天的江苏省、上海市和安徽省。
