1904年光绪三十年湖北银圆局正式改名银币局，开铸新银元。湖北省壹两正面中央铭文“大清银币”，是中国最早有“大清银币”字样的银币。

俗称“湖北一两”是流通银币中，除吉林厂平一两外唯一的“两”制银币，巧合的是两者背部皆为双龙图案。湖北一两推行并不成功，失败原因主要是製钱与铜元间的兑换基本上是以七钱二分银元为主，虽然比价每日有所变化，但两制币推出并没有使用上的方便，反而新增困扰。所以现在留存极其少，相当珍罕。

银币正面中央珠圈内镌满汉文“大清银币”四字，珠圈外上环镌汉字“光绪三十年湖北省造”，下环镌汉字“库平一两”。银币背面中央镌汉字“一两”，左右环镌『双龙戏珠图案』，龙图外上环镌英文省名HU-PEH PROVINCE（湖北省），下环镌英文币值ONE TAEL（一两），左右两端镌满文“一两”。
