杨浩天，字：道正，笔名杨盛凯又名杨发忠。回族，就读于北京广播学院广告系，受教于丁俊杰、陆圣章教授。并跟随山东省工艺美术学院叶景臻学习环艺设计。山东省美术家协会会员、山东省戏剧家协会会员。系杨光先(康熙皇帝老师)后人。

杨浩天主要艺术成就：上世纪九十年代，受中国人民解放军濮阳军区司令员陈文祥合同委托，主持设计《作战室》工程，在全国八大军区派团观摩的《8.21》著名军事演习，十万军队摩托化快速反应使用后，受到中央军委副主席张万年和陈文祥司令员的好评；“山东齐鲁金鸡岭室内设计方案”以领先全国同行业水平的3Dstudio.auto、CAD。轴测图纸语言设计，入选《全国二届大展》；2000年，中国画立轴《两个世纪的对话》被中央电视1台收藏；2001年中央电视台《走遍中国》栏目，由编导黄卫带领的摄制组，以“海右此亭古，济南名士多”为主题的采访摄制时，和济南评书名家刘延广、老画家关天相，古玩收藏家崔以忠同时受到摄制组的采访录制；2002年12月22日，任山东文联、山东东方艺术院副院长兼书画艺术工作委员会常务副主任；2005年12月31日被《中国收藏杂志社》（国家级月刊）提名为“百名作品最具收藏价值艺术家”“百名作品最具收藏潜力艺术家”评选人物；2007年2月15日《万壑松风图》长卷和《山水之音》斗方被中央电视台2台《鉴宝》栏目收入《大黄页收藏工具辞典》。入大黄页收藏工具书辞典；2007年7月7日应上海政府、“古今通宝”特邀，出席《收藏界上海展览交易中心》庆典剪彩仪式；2008年12月25日应《上海市博物馆》、《故宫博物馆》，上海市博物馆馆长陈變君、故宫博物院院长郑欣淼（文化部副部长）之诚挚邀请，出席在上海市举办的《陈洪绶、崔子忠馆藏文物特展》开幕典礼；2011年3月由《中国收藏学术研究会》《中国书法美术协会》《世界文化艺术鉴定中心》作出评定。

2011年3月中旬遇文化部直属单位，中国国家书画院换届，国家画院根据中央的要求，从发展文化艺术的长远规划和目标考虑，决定在全国基础，把艺术界有领导能力、才艺特别突出的艺术人才调上来，充实中国国家书画院的领导力量，换届、调整。以便更加务实，有力的推动院的工作。杨发忠同志，经中央领导推荐，相关组织提名，经严格审查，认定以绘画技术特别突出、优秀，其艺术造诣代表了中国传统绘画和西洋绘画的双重导向。2011年6月20日破格被调入中国国家书画院，院内职务、副院长。

 

 

中国画家在创作时十分注重“意”的表达，在他们看来，绘画并不只是为了表现自然事物的内在精神，更是在于通过绘画来抒发画家自己的“意”，往往将个人的理想抱负和人生态度寄寓到自然物象中去，对自然物象进行描绘，借由它们表现出来。

为了画好虎，他经常到动物园写生，观察虎的喜怒哀乐等任何细微的神态和动作。他精心研究了虎毛的层次和纹理，画了很多虎的肌肉和骨骼。使他工笔虎精微细致，写意虎泼墨挥洒；成虎之从容、幼虎之天真；或凶猛、或温顺、或孤傲、或求索、或沉思、或顾盼、或嬉戏，凝视间，可亲、可近，可唤、可抚之态迎面扑来，明眸清澈，神情悠然，韵味十足。
