造币总厂于光绪三十一年(1905年)在天津大经路(今中山路)竣工开机，当时北洋银圆局仍在生产银圆，故先行制作铜元。开制初期“机器未免行涩,人手亦未熟谙,出数尚少”。筹设时原名“铸造银钱总厂”,随即改为“户部造币总厂”。次年户部撤改为度支部,厂名因此改称“度支部造币总厂”。翌年开始制造银圆,但因币制未定没有发行。光绪三十四年(1908年)正月才再造铭文“造币总厂”的“一圆”、“二角”、“一角”银圆3种,其成色及重量虽然规范,但在币制未定的情况下,“以无条理之计划,欲挽回已坠之信用”是徒劳无功的,只是增加种市价较高却无统一能力的货币。

In the first month of the 34th year of Guangxu's reign (1908), three kinds of silver circles of "one circle", "two corners" and "one corner" were rebuilt. Although their quality and weight were standardized, in the case of undetermined currency system, it was futile to increase a currency with a high market price but no unified ability to restore the lost credit with an unorganized plan.

银币光绪元宝1898年发行，成色为91％。正面铸有铭文，顶部铸楷体“造币总厂”，底部铸“库平七钱二分”标识，中心直读“光绪元宝”四字，币中心还有四字直读体满文。银币背面外圈顶部“光绪年造”楷体铭文，余部用小号英文标准字体铭“大清帝国银币”字样，内圈铸有正面腾云五爪龙一只，品相稍嫌粗糙，其审美风格独持，钱币正面鲜然可见满汉文化的融合，而钱背却明确标示了西方文化的介入。钱币虽小，也可管窥社会文化一斑。
