1911年辛亥革命，清朝皇帝宣统帝宣布退位，同时也结束了两千多年的封建社会，1912年元月，中华民国成立，国父孙中山就任中华民国，取样清代铜币模本，鼓励铸造纪念币——中华民国开国纪念币。湖南省造双旗当制钱二十文，就是产生于这一历史时期。

湖南省造二十文双旗币，该铜币正面图案中央为两面交叉的国旗，旗帜中间一颗五角星，上方为“湖南省造”4个字，下面为记值:当制钱二十文。背面图案为稻穗组成的嘉禾纹，周边并有英文标注”TWENTYCASH”。此枚铜币现存世量不多，上面的包浆锈也见证了其历史年代的沉积，不难看出它明显的历史过渡性特征，该铜币虽然历经沧桑，但纹路依然可见。

清代机制铜圆的铸造始于1900年（清朝光绪二十六年），止于1911年（宣统三年）。铸造流通时间尽管只有十余年，但其鼎盛时期全国共有十七省二十局开机铸造铜圆。十七省二十局先后铸造的当十铜圆，各不相同，版式繁多。仅以明显区别划分，其版式就有数百种之多。如以细微区别划分，其版式在千种以上。因此当代铜圆收藏爱好者每每以搜寻不同版式的铜圆为最大乐事。

该币包浆熟旧，铜币正面：上缘为“宣统三年”四字，下缘为“百枚当银币一圆”七字，中间为珠纹圈，圈内有双嘉禾纹及竖“十文”二字。背面：外缘为竖读“大清铜币”四字等距分布，中间连珠纹圈，圈内为一蟠龙纹。整体观之，制作精细，造型规整，图案设计简洁大方。
