从1949年10月8日，新中国发行的第1套纪念邮票《庆祝中国人民政治协商会议召开》开始，邮政部门即在邮票的底边位置注明了邮票的序列号，全套枚数等信息内容，其中纪念邮票使用“纪”字打头，特种邮票用“特”字打头，这也是老纪特邮票得名的来由。这种在每枚邮票上加注志号的形式，在世界邮票史上，大大的方便了国外集邮者的收藏和研究，赢得了广泛的好评。

老纪特邮票一般的可以划分为两个时期：旧币值时期和新币值时期。旧币值时期以第1套人民币币值为单位，标注邮票价格，其中早的几套纪念邮票还使用过“中华人民邮政”的称谓。后来若干套早期的品种，由于发行量较小，无法满足集邮者的需要，经过改版后再次发售，被称作“再版邮票”。

以1955年6月发行，面值8分的纪31《中国红十字会成立五十周年纪念》邮票为标志，老纪特邮票进入了新币值时期，一直延续至文革以后。

尽管老纪特票几乎快成历史文物，但目前确实有不少品种的价格还远没有升到应有的价位，而与老纪特票同一时代的第1套、第2套人民币在近几年间却不断受到市场关注，有不少品种价格还逆势上涨。笔者以为，老纪特邮票的收藏价值不容忽视，随着时间的推移和人们收藏理念的增强，老纪特票集藏的黄金时代终究会到来，而先期在低位买进老纪特票的人也终将会获得很好的回报。
