1898年（光绪二十四年），陕西巡抚魏光涛奏请在西安设制钱局，自行铸造陕西省银元，并委托英国伯明翰.希顿造币厂代制钢模，定购了该厂的机器设备。该厂把钢模移交中国之前，试铸库平七钱二分、三钱六分、一钱四分四厘、七分六厘等四种银币样币。这套样币做工精良，十分珍贵。是年正逢清廷下令裁撤各省造币厂，故改币未及开铸即已夭折矣。此枚银币品相极好，具有极高的收藏、研究价值。
