杨谷昌（1943-2016），男，江苏扬州人，书画家，红墙作家，著名军旅画家，教育家等，1969年毕业于中央工艺美术学院，1970年参加工作，1973 年参加中国人民解放军，1982 年加入中国共产党。中国共产党优秀党员、中国人民革命军事博物馆研究馆员、博物馆陈列设计资深专家。曾任中国国际书画家协会常务理事、中国雕塑学会特邀理事、中国国际友好联络会理事、中国艺术交流学会专职副主席、中国文化艺术发展联合会名誉主席。

1997年4月3日，国务院颁发享受政府特殊津贴。1987年担任《中国古代战争馆》总体设计，并组织设计大型丙稀沥粉壁画《华夏戎诗》，作品参加第七届全国美展。1989年，为本溪钢铁公司设计大型金属浮雕壁画《工业之母》，中央电视台作了新闻报道。1990年设计《中国现代科学家》(第二组)纪念邮票一套4枚。

1991年创作宣传画《光辉的历程宏伟的目标》，由人民美术出版社出版全国发行，并参加全国宣传画展。中央电视台于1993年播出专题片《军博有个杨谷昌》，介绍其艺术主要事迹。1995年设计了我国第一枚《义务兵专用》邮票。由中共中央、国务院、中央军委批准兴建的《平津战役纪念馆》，担任工艺总设计师。

1997年7月23日建成开馆，其中，设计创作了高60多米的《胜利纪念碑》及几组大型群雕等环境艺术作品。受到中央、军委领导及军内外广大观众的称赞。杨谷昌的艺术作品为国内外一些著名博物馆收藏。

1997年，大连“95—96全国最佳集邮品评选”获1995年《抗日战争和世界反法西斯战争胜利50周年》和1996年《红军长征胜利60周年》最佳首日封奖。
