奉天省造币厂是目前我国历史最悠久的造币厂，主要生产流通硬币、金银纪念币等。据记载，光绪二十二年，根据盛京将军依克唐阿的奏请，批准设立并筹建奉天机器局以铸造机制银币，从德国进口锅炉和以蒸汽机为动力的铸币机器，于光绪二十三年(1897年)奉天机器局正式建成。

光绪二十二年（1896），奉天机器局银元铸造厂成立，次年试铸，光绪二十五年（1899），清政府以铸局太多，铸造参差为由下令停铸，光绪二十九年（1903），又允准开铸银元，同时还铸造了一枚奉天一两孤品样币，其后湖北、广东、吉林、陕西以及户部、北洋均铸造过一两银元，有的还参与流通，但因换算不便而流通不畅，其时朝廷内部出现为银元单位问题的争论，即所谓“两、元”之争，最终清政府考虑到习惯与使用，颁布《厘订国币则例》，正式定国币单位为“元”，而前铸“一两”面值的银币反成了绝品，由于历史原因，顶尖的样币珍品多数流出国门。

Finally, the Qing government, taking into account the habits and usage, promulgated the "rules and regulations on the revision of national currency" and officially designated the national currency unit as "Yuan". However, the silver coins with "one or two" denominations before became rare due to history The reason is that most of the top sample coins are exported from abroad.

此枚“奉天省造光绪元宝库平银一两”正面珠圈内汉文“光绪元宝”四个字，上镌“奉天省造”四字，下面镌“库平银一两”五字，左右镌“癸卯”二字(1903年为癸卯年)，字体俊秀舍不得动刀刻塑。
